Рецензентами могут быть как граждане России, так и других стран.

Понятно, что ничего особенного вы не потеряете, но, по крайней мере, я отказываюсь иметь с вами какое бы то ни было дело. Что за бред - требовать полные сведения о рецензентах (откуда мне, например, проживая в Казахстане, их взять?), притом, что они должны быть согласны с вами сотрудничать, не имея никаких гарантий ни на что???
Желаю вам, господа, одного - чтобы в РФ ввели ту же схему защит, что и у нас - сиречь, PhD. Тогда вам будет не до вынаков.
